pandora wont unbrick psp

made a pandora MS and battery, i know they are working because i unbricked a couple of PSPs already
but i am trying to unbrick this one PSP and it wont unbrick
when i insert MS and battery, the memory light and the wifi light both turn on, but they DO NOT TURN OFF! they just stay on, as long as the pandora battery is in there
and nothing shows on the screen
can i still unbrick this PSP?
