My wife recently purchased the 3 muskateers (Charlie Sheen, Keifer Sutherland) for the kids and we watched it prior to letting them. While it was an entertaining movie, there were a few short suggestive scenes that I'd prefer my 9,7 and 6 yr old not see. From what I can tell, anydvd would decrypt it, dvd shrink would compress it, and I could use Nero to burn it... Is that close to correct? Which tool would I use to cut the 10 second clips out?

yes it seems your correct, however i find it simpler to first rip the dvd using something like ripit4me or handbrake
After I rip it I would use windows movie maker(annoying little *&$#),
Video Edit Magic v4.34, or ImTOO Video Editor
then I'd take my completed video file and re burn to a dvd using dvd flick (suggested), or if you want the burn to be done quick use DOiso and make a quick iso file
then burn to a dvd using imgburn, however if you see this as to complicated use dvd flick, although it will take a few hours for dvd flick to create then burn the dvd it still comes out the same.
there is another easier way and thats to dump the whole dvd on your pc.
Install tmpgenc dvd author.
Load the whole thing as a new project, and then utilise the "chapter cut edit " tool
Once you are in that screen you can physically delete each and every frame til your hearts content, then save your project and reburn it, less the offensive bits.
I have seen other fans of the tmpgenc tool... I looked at the site and saw that it cost almost $100.00... Is this the right tool you refered to? dvd shrink was free and nero came with my dvd burner. do I also need anydvd to crack the dvd before using tmpgenc, or tmpgenc do it do it all.. would it be the dvd author 2.0 or 3.0?
If you don't mind losing the menus, you can also use DVD Shrink in Reauthor mode. Select the main title, Pick the part you want to keep, add the main title again and pick the next section to keep, etc.
