Erm, you mean like the guides at the top of the page in bold?

You can't just make a title bold, they're only bold because they're "stickied".

When something is "stickied" it means it's stuck to the top of the board, it doesn't ever move down, that's why all the bold threads come above the normal ones.

Only Mods and Admin can sticky a thread.

Yep anyone can make a guide - status doesn't matter - good correct info does :)
I would suggest though looking through the guides already stickied - there's quite a few good ones and finding something different.
