No new features. It's a better version than M33-2. M33-3 covers up some bugs.

It's better because it covers up some bugs.
The bugs are...
- Fixed a bug in access to flash by usb.
- HEN core: kernel prx's with syscall exports work again.
- PSP Slim: programmers can set the size of user memory to 52 MB by using a sfo flag.
Check sample in sdk for usage.
- March33 NO-UMD driver:
* Fixed a bug that could hang the psp when exiting with home.
* Fixed compatibility issue with Castlevania Dracula X Chronicles, and maybe more games.
- Vshmenu: it wasn't displaying properly with psp slim TV-OUT due to the change of resolution.
Fixed.

M33-3 is better than M33-2. It only takes 10 secs to place the files onto the MS and 10 secs for starting the update...
I have no idea about 3.72HX-1. No 1.50 kernel, so I'm not going to touch that firmware :)

but if u have a slim then wont the 3.72 HX-1 still be fine or would it be a better idea just to wait and see how good it is.

After I transfer the EBOOT.PBS do i disconnect my PSP from my computer and run the file on the PSP, then after it runs to I need to reboot my PSP? Also how do I transfer the plug ins (Pops loader) and run it? thank you I am new to the PSP and have been reading how to run FW but I just don't want to brick my PSP I do not have a Phandora batterie.

@ilovepsp
EBOOTs and UPDATE files should be known as PBP files.
And... Check out my signature.
Click on the one that says "Need to place themes onto 3.71M33(3)?Click here."

This is the full readme.
3.71 M33-3
Requirements:
- 3.71 M33 1 or 2
Installation:
Copy the update folder to /PSP/GAME/UPDATE and run it.
Changes:
- Fixed a bug in access to flash by usb.
- HEN core: kernel prx's with syscall exports work again.
- PSP Slim: programmers can set the size of user memory to 52 MB by using a sfo flag.
Check sample in sdk for usage.
- March33 NO-UMD driver:
* Fixed a bug that could hang the psp when exiting with home.
* Fixed compatibility issue with Castlevania Dracula X Chronicles, and maybe more games.
- Vshmenu: it wasn't displaying properly with psp slim TV-OUT due to the change of resolution.
Fixed.
Included with the release is a new version of popsloader:
Requeriments:
- 3.71 M33-3 or higher (until sonye makes it not to work again :p).
It won't work in prior versions of 3.71 M33, because it needs a function from 3.71 M33-3.
Changes:
- Support for 3.71 and 3.72 pops has been added. Note that 3.71 however will not appear in the
list in 3.71 M33 as it is not necessary.
-----------------------------------------------------
The actual folder for the M33Update3 is M33Update3.
So, the UPDATE folders and all that should be in the folder named as M33Update3. If you've done it wrong, the file on your PSP will either show as corrupted data or when starting the file up, it will say something is wrong then it will boot back into the XMB(Xross Media Bar).

Ok I got the update to work, but how do I install the popsloader, and do I need a PSX emulator or is that what the popsloader is. I downloaded Resident evil PSX as eboot files, where do I put them?

This thread is all over the place CFW UPDATES/CUSTOM THEMES/BRICK ISSUES/PSX GAMES/POPSLOADER PLUGIN'S.
This thread is full of Hijackers. What ever happened to the no high jacking threads forum rule. Plus pretty much all the questions being asked can be found in previous threads.
@ilovepsp Go HERE and use your friends PSP to create a Universal unbricker to unbrick your PSP Slim.
@ashielz Go HERE and download the 3.71 M33-3 popsloader file and follow the guide on how to install and use.
@v10m reinstall the XMB. Start off by recovering back to the original XMB then copy the custom XMB over 1 file at a time. Don't drag full folders over to flash0.
For those wanting to flash a custom XMB to flash0 make sure you do it correctly and backup your files. For a guide to do this go HERE.

Download/Backup the ISO(CSO if compressed) file then place it in the ISO folder located on the root of your memory stick.
