yes it does, tested it myself this afternoon and successfully downgraded a fat psp to 1.5 with it.

well i honestly suk t usin dis types of complicated downgrades im onli in gr 6 n i jus got a psp a while ago so when i heard what firmware was i was lost so.. can sum1 help me wid like every step like plzz i wish sum1 wud thoses sits are very complicated like the rootof ms i didnt understand till sum1 cleared it up 4 me in another forum
