cpu wont shut down !

just got a new dell with vista,and when i go to shutdown and will not shut down...it stays at the shutdown screen,and once or twice a blew screen popped up

I think it has something to do with Windows Update. I had the same problem in May, just a while after I got Vista.
Just wait a while (maybe an hour) and it will shut down. When You have done it a few times it shall shut down normally.
At least this worked with me.

turn off the machine from the back of the PC

reboot it backup then see if it will turn off
