Do any of the LED's light up? If so then it probably a brick. Try Use recovery mode to check if she has CFW or OFW.
Hold down Right Trigger and turn on. If recovery mode displays then she has CFW, therefore you may be able to recover without Pandora.

If you have access to Pandora then just insert the Pandora Memory Stick, Insert the Battery and you should see the Pandora Menu. Follow Pandora process to downgrade / upgrade accordingly.

Have you tried taking out the battery then plug the AC Adapter in and turn it on? It shouldn't be a brick because the lights don't show up.

Can be a bricked(dead) battery.
It should work if you just plug in your PSP with out the battery and open it up. It's not a brick.
