My friend is complaining that it happened and I smell BS.
I don't really see why he would lie, it's just the first time I've heard of something like this.

Well if some one found out his email address and password they could recover his Gamer tag and change the password. Then when he try's to log in it would say this Gamer tag has been recovered and he would have to download it

There was news of this quite awhile back. Back around Live for Windows was launched. People were able to trick MS customer support into giving up passwords to gamertags. Of course, that was taken of quickly.

All it takes is someone getting/figuring out your password.
