reformat memory stick to FAT?

if i reformat it to FAT i heard it helps with psp's speed, is this true?

I'm sure that the MS is in FAT32.

When I reformatted to fat my internet bookmarks wouldnt show up while on line. Although they were in the memory I couldnt use them. I went back to fat 32 till I see a noticeable change in speed.
