VIA SATA VT6421 Not Recognized

I installed the card into the pci slot and I tried installing the drivers from the cd. It says that it can't find the hardware. I have no idea what to do. I've been looking around the net to fix this and I haven't found anything to help me.

This is what I get. Resource conflict PCI at slot01 Bus:02, Device:06, Fuction:00. It does this for whatever slot I use.

Maybe the card came DOA out of the box. Even without the drivers plug and play should recognize it as an un-installed device.
