Copy DVD ok, won't copy CD

Running Windows Me, Nero 6 with a Pioneer 106 DVD writer, copies DVD's witout any problems. Won't copy CD's. When writing Lead In gives "Unspecified Target Error" tried different brands of blank and no success. Errors even when simulating. Is this a software or hardware issue.
