you should install the popsloader plugin for 3.71m33 and try the diferent pops version to see if the game works better
just follow the guide
http://my.afterdawn.com/larrylje_redwings/blog_entry.cfm/2359

to see if your memory stick is real or fake
in the xmb menu (psp menu) go to a memory stick icon press triangle then information ,if it says magicGate supported it's real ,if it says magicGate Unknown it's almost for sure fake and can be the reason for the slowdown

you can try format the memory stick to fat16
http://forums.afterdawn.com/thread_view.cfm/525161#3184409

if you decide format to fat16
first backup what you need from the memory stick and copy all the folders from the memory stick to your pc
then follow the guide to format to fat16 and then copy all the folders from your pc back to the memory stick

make sure you download the popsloader plugin for your firmware 3.71m33

and make sure that you put the seplugins folder in the root of the memory stick

i cant think of anything else

i have a fat psp with 3.71m33-4 and in my psp the popsloader plugin works fine

all i did was download the popsloader for 3.71m33

extracted the files ,then put the seplugins folder in the root of the memory stick( the root of the memory stick is the first window you see when you connect your psp to your pc)

then i enabled the popsloader plugin in the recovery menu and it works fine, every time i load a new game the menu shows and i choose the pops version i want

persona 2 has known slowdown problems, I have ripped my psx disc to eboot on a variety of different compression levels and it remains the same.
This is a handy reference:
