first, you only can use cwcheats if you have custom firmware.
the root of the memory stick is where all of the folders are (PSP, MUSIC, PICTURE, etc.)
if you don't have an ISO or SEPLUGINS folder after you format your memory card on the psp, then you have official firmware.
ps2: v7 scph-39001 - independence exploit - hdloader 0.8c - maxtor 300gb hdd
(+[__]%) psp slim ta-085v1: 6.60 PRO B10
wii (powered by bootmii/priiloader): 4.1u - d2x v10beta53-alt (base 56) - configurable usb loader v70r51/devolution r188 - wd scorpio black 7200rpm 320gig w/ ams venus ds2 enclosure
got a whole lot more to list . . .

since you already have custom firmware, you're set. but 3.60 m33 is very buggy, so it's best to upgrade to 3.71 m33 and then to 3.71 m33-4
as for the seplugins folder, make one, and drag all of the cwcheats files into that folder. then boot the psp in recovery mode, and go to plugins. enable the plugins, exit and boot the psp normally.

always get m33 firmware straight from the source; dark-alex.org
download the 3.71 m33 firmware, load it onto your memory stick, and run the update. (always have the psp plugged into the charger when upgrading)
once done upgrading, download the 3.71 m33-4 update, load that onto the memory stick, and run the update.

For booting your PSP in recovery mode, you'll 1st have to "totally" shut down your PSP (Not the stand-by mode) and then while starting it, hold the R1 button and start it till the recovery screen appears :) ^_^
And after putting the seplugins and all, go to the "plugins" option in the PSP recovery menu and enable them ^_^
