have you recently...

Flashed custom firmware to the PSP?

If yes what custom firmware did you install?

Updated custom firmware/Official firmware on the PSP?

Installed a custom theme via flash0?

If you had custom firmware installed can you access recovery menu?

Either you don't have a CFW enabled PSP, or if you have, yu must
go to recover menu and change your kernel to 1.5. After u changed the kernel you will be able to run pandora.
