E.Z.I. LED test panel

Has anyone tried using the E.Z.I. LED test panel that comes with the DMS4? I can't get it to light up. The chips get hot so I know it's getting power. Do you know how many mA the power supply needs to be? I'm using a 9V DC 300mA power supply.
