Not necessarily.

Doing that could fully brick your PSP.

If you have a semi-bricked PSP your better option is....

For FAT PSP Users go HERE and download the proper Recovery Folder to recover your PSP back to 1.50 firmware then update back to the custom firmware you where on (Do not attempt using this method on a SLIM PSP).

For SLIM users go HERE and follow this guide to recover back to 3.71 M33-2 custom firmware (this can also be used on a FAT as well).

I'm just wondering what is the function of Format flash1 and reset settings in my recovery menu?

If you have settings saved (PSP's name, all the settings, etc.) then it will restore them to default and provide you with the default ones that come with the firmware.

It won't do anything to your Memory Stick and there is a chance of bricking. Just a very small chance though.

It's like you restore the default settings, but a little bit more dangerous.

No.

Formatting flash1 completley erases flash1 and writes original flash1 files.

Restoring default settings does an overwrite of flash1.
