I am gonna assume you are trying to connect to a wireless router, the wep key is a password for your internet which is configured in the router itself.

& the key is often written on the back/underneath of your router. Check the instructions for the router possibly find the WEP key in there also.
Enter the WEP key in your network settings. There is a guide stickied on the forum.

There is a different WEP key depending on where you are choosing to download. I will assume that you are attempting to 'download the internet' at home. In this case yo uwill want to get your router instruction book out and determine how to access the on-screen setup mode. You will see a tab labeled something clsoe to security. This will reveal to yo uthe password you need to connect. If you dont manage the home network yourself then you will probably want to consult with the person who setup the router.

Seriously, if you don't know what your router is, i don't think you have wireless internet, meaning that you can't connect your PSP to the internet...
Your router is the box like object that connects either to your phone line or cable and "splits" the bandwidth so it can be used by one or more devices at once. You will either have a modem or a router.

Your router will either have the WEP/WPA key written on it in the form of a sticker or an inscription, if it doesn't, then you should be able to find it out by going to http://192.168.2.1 (doesn't work for everyone) this should be the settings page of your router, here you should be able to change the WEP/WPA key.
Then when you set up the connection on your PSP, use the WEP/WPA key that you've found/made.

What i said above pretty much are the steps, and yes, everything is wireless.

Your modem is probably not wireless, and the PSP can't connect any other way but via Wi-Fi, so, in other words, you'll never get your PSP online.
