What does "moving to On Demand" signify?

Not that I watch them but I just wanted to know what the following means? I saw it on a summary page listing all the V gin news. I thought "On Demand" was the service which allows viewers to watch programmes as and when they like.This seems to indicate that certain channels will only be available in that way. Or am I getting confused? :) :
