I saw some Taiwan comedy program which uses mosaic squares to their face for audience to guess who is it and I wonder how was it created and can it be remove?

No the Mosaic can not be removed ,But you can create them in a few differant ways..Some High end Video editing Programs have the option to Blur out parts of the Video, but most of it is Done after editing useing something like Adobe After Effects...It is Not easy if you have to Video editing or effects experience.....Cheers
