New D2C boards in newest Wii's...epoxy :(

I have installed several argon chips into d2c wii's using the alternate soldering points (vias). These all worked out great. I have not have gotten good enough to get the 7-8 wires onto the chip legs yet. Today someone brought me a brand new Wii (just get it shipped in the mail) I opened it up and started installing as usual. I am not sure if was unique to this board or not, but every single via was filled and covered with a green epoxy. I could not get any connectivity unless I scraped it away. I did get sucessful contact once I scraped away the top of one via, but the hole was still filled.

Any ideas?

They can make vias that only go part way through the board. Then cover with silkscreen. Perhaps cheaper to manufacture or to prevent modding.
