Is the PSP Bricked?

Hey, I have a question about a PSP that I may be buying. I want to know if its bricked or not. He is saying that when he turns it on it goes to the menu and it freezes. Is is bricked or if not does anyone have a clue to whats wrong with it?

its a semi brick. Still can fix if u have a backup of the flash or use pandora's battery.

Thanks for the answer. I'm not the one who is going to fix it though. My friend is great at modding and using customfirmware on his PSP so he said he would fix one for me. Thanks again so much for the answer.
