help my D2CKEY doesnt play original ntse of ssbb on pal

I have a UK pal wii 3.1e with a d2ckey modchip. I put in a original usa version of ssbb but doesnt read. FAILED to read
I put in back-up MLB 2k8 ntse gave me option to update which i did.
received dual weather channels etc. WORKED
is my modchip not fully installed to allow region bypass or does this game fall into the 30% of games that dont work.
the only way it will work is that i use freeloader.
