So i decided to upgrade the hard drive. And i installed a 250gig. But when i check the System info, it says total 232GB and Free 202GB. Whyyyy, the HDD is brand new. and formatted

This is because the manufacturer and microsoft differ on hard drive size. So a 250gb drive to the manufacturer is 232 to windows. And when you format it and put the ps3 stuff on it...it drops it down to whatever you said 202gb?

yeah that is right when you check the system it will say you got less free than available thats because of the ps3 os,settings etc

yeah, but shouldnt it have around 230 or so. i mean i have nothing on the PS3, i havent restored anything. so it should be around 230

250 Gb size is unformated disk, when a disk is formated to accept an OS and files (NTFS/FAT32/FAT/CDFS) the available space goes down.

then theres the fact that Hard drives are advertised (along with pretty much all hardware except memory) with "Gigabyte" defined as 1000000000 bytes, rather than what the OS defines as "gigabyte" (1073741824 bytes)
so for every GB your "losing" arond 24MB, its not really lost its just not shown.

This is off topic but im kinda curious about this. Can you use the replaced original ps3 hdd for anything else? Like putting it in a external enclosure and use it on other things besides a ps3? Or maybe put ps2 isos on it and use it on a ps2 with hdloader?

Yep, the ps3 HDD is just an ordinary 2.5 sata so you can use it with anything else you want (after you reformat it ofcourse). I think its a seagate if I remember correctly.
