Cost depends on who does it for you or if you do it yourself. If you are going to do it yourself I'd reccomend you get a PCI via6421 Sata card and a long sata cable. You'll also need to open the 360 so you'll need some tools.. Torq screwdriver and the special tool for opening the case.
If you have a hitachi v79 you will also need a pass me chip (maximus 79 pass me) and some good soldering skills. If you have a older hitachi, samsung or benq its a doddle.
Once you have the hardware, You'll need the software. Get hold of xbins as all the software you will need is on there.
Basically what he said, but to give you a cost idea.
The via6421 sata card will run you about $15.
of course you can skip this and you can pay somebody, and typically this will run you about $30 + shipping, so lets say $45. and this is just for the flashing, if you want to be able to burn games, you'll need a good DL DVD-R drive (most people use Pioneer 112), which could run you about $40 + shipping so $50. Then you'll need good DVD+R discs (verbatim), these are about $2 a disc.
This is just if you are downloading, if you plan to rip your own games, you'll also need a kreon drive, or dvd-drive that you can take apart to "hotswap" but you'll have to keep this drive outside of your pc and basically keep it with the top off.
