Is there a way to possibly download the legendary map pack and pay for it with like a credit card and then burn them to a disc like you can with the 360 Updates... cause my town sucks and has to expensive of DSL

so if they recover there gamertag on my xbox they can download them. but they would need the money to get the microsoft points to get them right?

yea, if they recover your GT they could download them provided you have the 800 MS points, but they would only be able to play it on your GT, not their own GT.
