there is a plug in which you can use and it wont flash the theme its called cxmb and you need the correct one for your fw other wise it wont work (well for me it didnt) and you will need to download ctf files for it to work
personly i perfer flahs themes as there there and will load all the time
It has hundreds (Maybe even thousands) of different themes for your PSP. As Dr1ver mentioned, you are talking about CXMB themes, these come as .ctf files (Many on the site i listed above), you will need the actual plugin for CXMB which can be found here.
