As title says can i upgrade a fat psp running 3.52 m33-4 with my pandora kit?

You should be able to update to 3.71M33 and then network update to 3.90M33 so there's no need for pandora. But yes I suppose you can, mine was bricked on 3.90M33 and it unbricked and downgraded it to 3.71M33 so your firmware should work fine.
