SO, are we not allowed to tune up the cars in this version? I havent beat any of the classes yet... Do I have to before I can tune up the cars? Thanks.

depends what you mean by 'tune' . IF you mean fine tuning the engine capacity, weight of the car then yes once you have completed class A.
IF you mean adding ridiculous spoilers and exhausts onto your car then no you cant.
