Although the game has a Pal/NTSC selector, it does not change from being pal to ntsc or vice versa. A PAL game is a PAL game, and even if you chose NTSC at the start, it would still be a PAL game. And the same goes for NTSC.
The PAL/NTSC selector is only there to change the display resolution and the fps (frames per second) to adjust to your TV, and it is only a reference, The filesystem of the game is still the same. If the game is listed as PAL, it is PAL, and if it is listed as NTSC, it is NTSC

NTSC=NTSC
Regardless of the selector at the start of the game, the files system of the game is different, and so a PAL game is not compatible with a NTSC version of codebreaker, and vice versa
SO, use codebreaker NTSC for NTSC games
And, codebreaker PAL for PAL games
Its as simple as this really:
Look at the box of your game, does it say pal or ntsc?
If you have no box for whatever reason, does the game run in 480i, or 576i?
480i=NTSC
576i=PAL
For a pal game, use COdeBreaker PAL Version
For a NTSC game, use Codebreaker NTSC version, and it should definietely work, if not, you are doing something wrong
