Sorry for the ignorant question, but can WiiUI made SNES emulators run without a modchip?

You need a modchip. What that program does is create disk images containing emulators and roms. When you burn the images to a disk of course you're gonna need a modchip to play it.

You can use the twilight hack and the homebrew channel to run emulators without a modchip. You don't need WiiUI for that.

Right, but the question was about WiiUI. Emulators can be run via other methods without a modchip but anytime you want to boot any kind of burned disks you need a modchip.
