Need help activating new Wiikey (3.1U FW)

I have spent countless hours and about 30 disks trying to activate a new Wiikey installation on a D2B drive for a friend. His Wii came with 3.1u firmware and I am thinking that it is blocking the config and recovery disks for the Wiikey. I have tried the hexed and unhexed disks as well as padded and unpadded. Is there something I am missing?

The install was done with a cold soldering station by a technician who works on MRI machines. I am very confident in the soldering job, but if there is a diagram for checking them with a multimeter I'll try that to make sure it isn't the install.

Has anyone successfully installed and activated a new Wiikey in a Wii with 3.1u firmware, and if so, how?

Yes I have multiple times. Can you take a picture of the Wiikey install? There might be something wrong.

Thank you for your help. I am charging the battery to my camera now. I will post some pictures as soon as it's charged enough to use.

I hope these are good enough. I put my camera on the highest setting (4 megapixel) and tried to get pictures from different angles.

Hmm the Power solder point does not seem to be properly connected. It's the bigger right one. Also what's with the top right corner of the IC? A glob of glue?

I think he put a glob of glue under the wiikey to hold it in place while he soldered it. I am going to take it back to the owner of the Wii and tell him to have the person who soldered it double check his work. I was thinking that the installation was good and that I was just not able to run the setup disks to activate it. Thank you for the help.
