Wiikey wont load confing disc

I bought the wiikey and the clip (with the wiikey already soldered to the clip) and I put the wiikey on the board that it was supposed to be set on. I downloaded the japanese config disc (ver 1.9) and burned it but it wont load. Do i need to start at a lower version?
