my psp will only start if no memory stick is in it and no battery is in either (it acts like a semi-bricked or even fully bricked psp). i have to connect the charger and use that to power up the psp and then to boot the psp up, then insert the memory stick and battery once i am in the XMB. No changes have been made to the flash settings.

I know what were you doing before that ˝problem˝(it is not a problem)...You were trying to create a pandora battery and magic memory stick, right?If yes, that means that now you don´t have a normal battery but you have a pandora battery...
So folow the guide:universal unbricker v3 using fat 1.50 or SLIM/FAT with cfw; in the last steps of pandora it will show you how to get battery to normal one, then it will work normaly.
If i´m not right then you have to get OS Pandora Battery Tool on your psp,run it, Press X at warning screen to get to Main Menu, When the Main Menu comes up go to "flash only serial from mso:/eeprom.bin"...this should work
then just go to Quiet Now and it will exit to the XMB. Now turn off the PSP and unplug it from AC Adapter. Now Take out the Battery then re-insert the Battery replacing the battery cover and use as normal now(this few sentences were copied from guide)
lol, your totally right! i did create an ultimate battery however i did this 2 months ago, why are these effects happening now? thanks alot for the reply ;)
I had the SAME EXACT thing that happened to me too.. I unbricked my psp and forgot to revert the battery.. I found this program and it reverted my battery back to normal and my magic stick got formatted

The effects are happening since you made a pandora battery and when you will do like i sayed - bring battery back to normal - there will be no more effects like these...

You were doing pandora battery and then you didn´t bring it back to normal...In the guide is excatly writted on how to bring pandora battery back to normal
when i run the OS pandora tool, hit x, it says "Error Battery Not Ready (0x802500b8)

i did the hard mod. did not use software to pandora. should that matter? (and i have restored it because it was working friday at work saturday, my psp wont turn on unless its got the AC)

Yeah that is the big diference...You should unmod your battery(that is also writed in the guide), but don´t ask me how to unmod, coz i don´t know...
but like i understand you already have a cfw so i suggest you to buy new battery and you can use this hardmoded battery for unbricking other psps.
