PAL/NTSC Conversions For PSX/PSP Games

OK, I would like to know which of the following are possible. I've done quite a bit of Googling and people have mentioned that they both are, but I've found no such guide.

Convert NTSC PSX .iso/eboot to PAL.

OR

Convert PSX on PSP PAL Saves to NTSC.

I have a PAL save obviously on my PSP and need to advance in the game because of freezing, and only the NTSC version seems to work.

However, I need to convert either the game or the save to match each other. Is this even possible?
