I'm sure there's legislation about that. Make a fuss on the phone, you should get something done... :)

If not, you could always sell it on ebay or craigslist.

Sounds like the PC is booting then, but no video signal. Could be a faulty graphics card then.

I didn't realise your board had integrated video. If it does, remove the graphics card, go into the BIOS and set the preferred video output to PCI express, then stick the card back in (not while the PC's on of course!)

You sure it's missing a file? Are you getting a bluescreen and reboot during the xp loading screen? That is a result of changing to a new chipset, the only solution is to reinstall windows completely.

Fair enough, stick the windows CD in and run the recovery console.

can i access my bios without an os installed so, how? when the pc boots up to the xfx motherboard screen my options ate tab to show screen or delete to setup. and both options lead me to that windows needs repaired crap and i cannot do anything from there however, when booting that windows on another pc it loaded fine with no problems at all besides a few missing drivers.

Delete will take you to the BIOS, irrespective of what's happened to windows. if it doesn't, the keyboard shortcut isn't working, so perhaps your keyboard isn't recognised in the BIOS. Try using an old PS/2 one temporarily.

103F is 39C, while that's not as low as a lot of systems, it's perfectly within acceptable limits. The temperature that matters is when it's running full load, so reserve judgement on that until then.

i just installed a program called "speedfan" and it says that the only thing that is above the temperature that it should be is the core (which is listed twice) one is a 54 c and the other at 46 c the 54 has a critical heat rating and the 46 just a warned rating. what does it mean by core and how do i cool it.

Speedfan just puts the flame symbol beside anything that's above 50C, it's fine for cores to get well in excess of 50C, so don't worry about it.

Depends on your budget really, I typically recommend the Radeon HD4850 for $160 or so (after rebates) or £110 in the UK.
