ISOs won't run on firmware 3.51 M33

I'm running firmware 3.51 M33 and I've tried starting many ISOs but I keep getting the message "The game could not be started. (80020321)" Iv'e tried adjusting the restore settings the UMD and all advanced settings are disabled. All ISOs show up fine on menu just won't start. Thanks in advance.

I don't want to risk upgrading and Nobody seems to have trouble running most games on this firmware. The only thing I can think of is that one of my recovery settings are wrong.

turn off your psp, then hold the R shoulder button as you turn it on. this will take you to recovery mode. go to configuration, and go to UMD mode and make sure it is on Sony NP9660 -No UMD-
