Wiikey update problem

I have a Wii 3.1U version. The person I bought it from told me he thinks it has a Wiikey in it. I can't play SSBB because I get error 001 (an unauthorized device has been detected). I initially tried to just put the Wiikey V1.9 update in and it could not be read. So , I then used the GCOS v1.3 configuration disk. It said it found 1 game(Wiikey base 1.2). I then pushed the A button for Auto-detect and got Wiikey base V1.3 ,console US. I then turned region overide ON.
I then put the Wiikey V1.9s update in and it is now able to be read(as v1.9x). When I got to the test cycle I got Error: test failed Check your connections and try again.
Now I am not sure what to do. If it is NOT a Wiikey chip,how can you turn region overide on and be able to read the v1.9s update now(couldn't before)?
If it is a Wiikey why won't it take the update? Do you need to do a prior update first or something?
If I open the Wii to see the chip, how do I identify it?

If you open the Wii, make sure you use a guide.

The chip is on the bottom of the disc drive.
It will be obvious because it will be a totally different color (either bronze, blue, or red in most cases).

Take a picture and post it here.
