Image quality lost after creating a movie

Using Photostory with Nero Essentials 7 with my XP SP3.

Converting digi photos into Story results in a good end result.
The quality of images are great.
But then when I take the Story and use Nero to create a movie (so that file can be copied to a DVD), the images are of very poor quality. Not so much as fuzzy, just very poor imaage.

Was there a setting in Photostory or in Nero that I missed?
In Photostory I did select the option that saves the file as suitable for NTSC.

I had also created a Movie using Nero to save my camcorder filming- that came out fine.
So its the digital (still) images that puzzle me in this process.
