You need a DVD authoring Program that supports Multiple Selectable Audio Tracks..These Programs are usually very High end Programs and Cost a Lot of Cast but the new Ulead DVD workshop is supposed to support Multiple audio Tracks and a 30 day demo can be downloaded on the Ulead Web Site....

You can do this with DVD-Lab and IfoEdit. These guides should cover it.

Create Multiple Audio VTS:

Author With Audio Menu:
http://dvdlab.net/maa_guides/MultiAudio/MultiAudio.htm

I believe DVD-Lab Pro is going to be able to do this by itself.

I can't help with adding subtitles since the only time I use them is for backing up a disk where they're already authored in. After some looking I did find this guide:
http://www.geocities.com/erik_vullings/

As far as automatically displaying the subtitles with a specific language, you should be able to implement that in a menu (although it wouldn't switch on or off automatically if you just change audio streams with your remote), but how you'd do it is beyond my knowledge.
