So i have a wii with firmware 3.2j but my copy of Okami is US and has 3.1 v_3 firmware.When I insert the game and click the game channel i get some massage in Japanese which is probably the warning prompt for a firmware check. Why is this?

So i downloaded the Okami US and then used "Wii Update Manager" to replace the 3.1U firmware with the Japanese 3.2J firmware. Now theres no problem with the firmware but instead the disc is found on the channel menu, I enter the channel and a girl say 'Okami!" but, when I press Start i get a Black Screen and the wiimote gets disconnected. no Audio or Video. The light on the power button is green.

i got a similar problem and im not sure how to fix it
i got a wii with firmware 3.1J
and i have call of duty world at war NTSC version
the call of duty prompts the wii to a firmware update
im scared to update it
instead, i used wii brick blocker on the call of duty iso and blocked the update
when i put call of duty in, i also get the black screen
someone help me too please

I'm not sure about your second problem because I've never used the update manager, but your first problem is simple.

Games from out of region will still ask to update even when you have a more recent firmware because the update process has 2 steps.
1) Check firmware level (which you pass)
2) Check that your channels are up to date. Channel updates are region specific, so the game will look for the US news and weather channels and not see them, so it will attempt to run the update to install them.

So if you're on 3.2 and an out of region game contains 3.1 and you let it run the update it wont brick anything, just give you duplicate channels.
