Other than modular cable management, does the W0132U offer anything more?
Are modular cable PSU as stable as non-modular cable PSUs? I heard some time ago that they're not as reliable. Please correct me if I'm wrong!
Toughpowers are decent units but are LOUD. As fo the difference between the two, one is modular and one isn't, that's the only change. Modular PSUs are no less reliable than non-modular ones, and thoguh they say they are, Tt Toughpower units aren't actually multi-rail either, all the rails are soldered together. It's worth mentioning that for that system you will do fine with a 500W PSU. Though I wouldn't recommend it myself, I use a Q6600 2.4Ghz @ 3.24Ghz with a Radeon HD4870X2 on a Corsair HX520W, which are far more power hungry components than the ones you've listed.
Oh, and there's no such thing as a 7950GTX except for laptops... ;-)
