Ah for clarity then we're talking about needing to buy extra thermal paste vs. the thermal paste (in pad form) that comes with stock coolers. Didn't want anyone to think that if they threw a stock cooler in their system that it would blow up without adding thermal paste. Come to think of it I don't remember removing any protective tape from the pads before putting my cooler on. Oh well, just more gunk to clean off when I throw the tuniq tower on.

Retail CPUs come with heatsinks, OEM ones don't.
