XBox Error #16 - No Mod Chip!

My nephew's X-Box is coming up with Error#16 (Clock not found). I've gone through the details on fixing it:
1) Downloaded XboxHDM
2) Downloaded EVOX
3) Used Qwix to extract C and E folders
4) burnt XboxHDM
5) Booted Linux and XBox
6) Hot swapped the drive
7) ran xboxhd
8) re-build the c drive

All steps completed without any problems, but the xbox is still giving an error #16.

As I said, the box is not modded, and from what I can tell the EVOX contains the older original XBox dashboard.

I was thinking maybe the hard drive is failing. I could format it in another filesystem, and the do a detailed surface scan (fsck?).

What should I try next?

Purged my history apparently.
Now I remember - it was a torrent. I'll check to see if it's being seeded and seed it tonight. It was "Slayers Evox 2.7 FINAL.rar"

Yarp. I'm seeing 29 seeds atm.

Still no progress. I tried the 'xbox cheat' download.

Is there a specific Download I should be using for the 1.6b Xbox version?

Still no luck.

I've rebuilt the xbox 7 or 8 times, and the result is the same.

Any ideas? Anyone?

I had the same problem 2 years ago and i just now got it working again. http://forums.afterdawn.com/thread_view.cfm/332766
Follow the steps exactly as they are written and it should work.
