No, you dont have to be modded to use the freeloader. It would be rather silly if you did since most modchips include region override and let you play import games like the freeloader does.
However, you DO have to be on firmware 3.1 or earlier to use the freeloader. 3.2 blocked the disk and the company that produced it doesn't seem interested in fixing the problem.
Luckily for you though, you can install the homebrew channel on an unmodded wii, boot your games through gecko OS and play original, out-of-region games that way.

I am fairly new to all this gaming stuff and have a Wii console which is mainly used by my daughters. We are in Australia so use games compatible for this region. However, as I have several relatives in the States, they have sent games over as gifts which i have been unable to use. I have been waiting for an answer to converting the console to take these games. Can you tell me a bit more about Freeloader and how reliable it is or give me a website where i can find this info out or let me know of any alternative to sorting my console out to take these games.

Follow any of the guides on installing the homebrew channel and boot the games through geckoOS. That will let you play your out-of-region games without buying anything.
