Bad rip (not likely) or bad burn (more likely). Try skipping through the cutscenes. If you can get to and play the game you have a bad burn. If you have 2 burns that stop at EXACTLY the same spot you may have a bad rip.

Occasionally I have a disc that doesn't burn right, on RARE occasions I have encountered issues where the rip succeeds but ends up being bad and the only way you can verify it is to rip with an alternate ripper and fc the two files or fc against a known good rip.

fc = file compare

use in a cmd prompt window.

usage is:

fc <file1> <file2>

Very likely a bad rip. An easy (well, maybe not so easy) way to verify is to obtain a known good working .iso of the game and fc the two .isos. If fc finds a difference, you have your answer. You also have your answer if you can burn a working copy from the other .iso
