Black vertical lines on my screen

I need some help. I have black vertical lines on my tv screen. I took it to a local repair shop and they told me that it was a drive and my modchip shorted out. Got it back and the lines still there. I was told that its now a video card issue. Anyone experience this issue? Thanks.
