My doubt is , im planning to get an xbox 360 arcade ( PAL VERSION ) today. SO, is it possible to flash the dvd rom or do whatever so that i can play ntsc or backup games?

All the drives for the 360 are now moddable. The drive you will probably get is the LiteOn and the hack was just released on Christmas Eve. So, ya you shouldn't have a problem playing backups. But you can't play NTSC games on a PAL system (unless it's Region Free).
