why doesnt anyone answer me :( !!!

i have posted so many inquiries and dont get anyyyyyyyyy results, no answer no help :(!
My question is, i have a nokia 6070 and when i entered another sim it says phone restricted- undo
i tried many codes and i used more than 5 tries so i think the phone should have become hardlocked, but every time i restart the phone and enter the sim it gives me the same message "phone restricted-undo" and allows me to enter the code, i enter the code it says code error and brings me back to phone restricted screen

now my question:
1)was the phone already hardlocked?! if not then after 5 turns it should have become hardlocked then why it keeps giving me undo message again.
2)AND if it is not hardlocked, then i am trying the right code and its not working either!
please let me know- thanks
