I have placed a pandora battery into a psp2000 ta088v3 before, and the green light comes on. You might want to check if the psp2000 is not a psp3000.

It's a psp-2004,not psp-3000.It's really kinda wird that the green light doest blink.I've tested the battery with voltage meter and its fine (it showed up just under 4 volts, soo i gues its charged)
Any ideas what can be wrong?

I dont know if the green light blinks or not, but all it should do is turn on green with a black screen on the psp if you dont have a magic memory stick or if you didnt make it correctly

Thats wird but i've read here (comments)
"NOTE: YOU CAN ONLY USE THE SLIM TOOL FOR PSP SLIMS AND THE FAT TOOL FOR PSP FATS...NOT VICE VERSA...and you CAN'T use a NORMAL PSP Battery to do this...you need to solder it if you want to go that route..."

Is this true? Couse i bought datel tool battery which black and 1800mAh and has not "slim" text.
Did i bought wrong battery or should that battery work aswell ?

no, thats not true a pandora battery made from a phat battery can be used in both, they can be made without cutting wires or soldering and can still be used as normal battery if you inject the IPL onto your memory sticks.
and the slim tool can be modified by cutting a tab to work in phats though it not recommend to have it in for too long.
also when i use my pandora battery the light doesn't blink so i don't see any reason to think your battery isn't a pandora but more that the battery simply won't work on a ta 88v3 and when it finally is cracked it will be a gamesave exploit to hack it mostly likely not pandora.

Hmm just in case, some of them have switches, to switch between a normal battery to a Pandora. You got one of those maybe?

I used my own psp slim battery to make a Pandora, had to cut one of the copper paths, because i didn't have the right soldering iron for such a small job. So it's quite possible to do without solidering.
