Does formatting the system memory "downgrade" the firmware?

Hey everyone, I'm mildly new here. I've done some reading and searching and haven't found the answer to this question. I updated my Wii before I decided to start doing homebrew stuff and as such I'm stuck at 3.4U. I've tried installing various cIOSs but haven't gotten the firmware downgrader to work.

In short my question is this: does formatting the system memory (via the settings) restore your firmware to the version at which you originally bought your Wii? Also, does it remove any cIOSs that you've installed?

Formatting the system memory does nothing to the firmware, offical or cIOS patches. It just deletes your save games, VC and wiiware channels and any mii's you have saved.

Anyway the reason you cant install any cIOS's or the downgrader is because you need to install IOS16 first. Once you install that it will unlock all homebrew and make downgrading completely unnecessary.
